UgMeet Terms of Use

Please read these Terms before creating an account or using UgMeet.

1. Introduction

Welcome to UgMeet. These Terms of Use (“Terms”) govern your access to and use of the UgMeet video conferencing platform at meet.go.ug, provided by the National Information Technology Authority - Uganda (“NITA-U”, “we”, “our” or “us”).

By creating an account, hosting or joining a meeting, or otherwise accessing UgMeet, you agree to comply with and be bound by these Terms. If you do not agree, you should not use UgMeet.

2. Purpose of UgMeet

UgMeet is provided to:

  • Enable secure video and audio meetings and calls for Government of Uganda ministries, departments, agencies, local governments and other authorised users.
  • Support remote collaboration, scheduling and the conduct of official business.
  • Provide a locally hosted alternative to foreign video conferencing services for public-sector communication.
  • Advance NITA-U's mandate to provide shared information technology infrastructure and services to Government under the National Information Technology Authority, Uganda Act, Cap. 200.

3. Eligibility and registration

UgMeet is intended primarily for official Government of Uganda use and for other users NITA-U may authorise. NITA-U may restrict registration to particular categories of users or email domains. By registering and using UgMeet, you confirm that:

  • The registration information you provide is accurate, complete and up to date.
  • You are at least eighteen (18) years of age or are using the platform under the supervision of an institution authorised by NITA-U.
  • You are authorised to register on behalf of yourself or your institution.
  • You will not impersonate another person or misrepresent your identity or affiliation.
  • You will comply with all applicable laws and regulations.

4. Your account and credentials

You are responsible for maintaining the confidentiality of your account credentials and for all activity conducted through your account. You agree to:

  • Choose a strong password and keep it confidential.
  • Not share your account credentials with any other person.
  • Notify NITA-U promptly of unauthorised account use or any suspected security breach.
  • Keep your registration details current.

NITA-U may suspend or deactivate an account where credentials appear compromised, an account has been dormant for an extended period, or these Terms have been breached.

5. Meetings, hosts and participants

A user who creates a meeting is its host. Meeting links and access codes provide access to the meeting and should be shared only with intended participants.

Where a meeting is convened by a Government entity or other institution, that entity determines the meeting's purpose and the handling of its content. NITA-U provides the platform and does not participate in, monitor or moderate the substance of meetings.

Where you host a meeting, you are responsible for:

  • Admitting only intended participants and managing waiting rooms, locks or passcodes where available.
  • Informing participants before recording begins that the meeting is being recorded and explaining the recording's purpose.
  • The lawful handling of any recording, transcript, chat log or file generated from your meeting.
  • Ensuring the meeting is conducted in accordance with these Terms and applicable law.

6. Recording and meeting content

Where recording is available and enabled, it may only be undertaken with participants' knowledge and for a lawful purpose. Covert recording through the platform or by any other means is prohibited.

You remain responsible for content you transmit, present, share or upload through UgMeet, including audio, video, screen shares, chat messages and files. You must not transmit content you are not entitled to share.

7. Acceptable use

You agree not to:

  • Use UgMeet for any unlawful, fraudulent, harassing, defamatory, obscene or abusive purpose.
  • Transmit material that infringes another person's intellectual-property or privacy rights.
  • Upload or transmit malicious software, viruses or harmful code.
  • Attempt unauthorised access to the platform, another user's account, or a meeting you were not invited to join.
  • Disrupt or interfere with the platform's operation, integrity or security, including disrupting meetings.
  • Circumvent capacity limits, access controls or security measures.
  • Record, intercept or disclose meeting content except in accordance with these Terms and applicable law.
  • Use the platform in violation of applicable law, including the Computer Misuse Act, Cap. 96, the Data Protection and Privacy Act, Cap. 97, and the Regulation of Interception of Communications Act, Cap. 101.

NITA-U reserves the right to restrict, suspend or terminate access where misuse is identified.

8. Reporting misuse

Report meeting disruption, unauthorised access, abusive conduct or other misuse to the Government IT Service Desk. Reports are handled in confidence to the extent consistent with investigating the matter.

9. Data protection and privacy

NITA-U is committed to protecting personal data in accordance with the Data Protection and Privacy Act, Cap. 97 and its Regulations.

Personal data is collected, processed, stored and retained in accordance with the UgMeet Privacy Notice. By creating an account or joining a meeting, you acknowledge that you have read and understood that Notice.

10. Confidentiality of official communications

Meetings may involve official Government information. Users handling such information remain bound by the Official Secrets Act, Cap. 323, the Access to Information Act, Cap. 95, the Public Service Standing Orders, and any confidentiality obligations attaching to their office or engagement.

11. Intellectual property

All content, logos, trademarks, text, graphics, software and materials forming part of UgMeet are the property of NITA-U or its licensors unless otherwise stated.

You may not reproduce, distribute, modify, reverse engineer or use any part of the platform without prior written authorisation from NITA-U. Nothing in these Terms transfers ownership of content shared in your meetings, which remains with you or your institution.

12. Availability of the platform

NITA-U does not guarantee uninterrupted or error-free operation. We may:

  • Suspend or restrict access for maintenance, upgrades or security purposes.
  • Modify, limit or discontinue features, including meeting duration, participant limits and storage capacity.
  • Remove content or terminate meetings that breach these Terms.

Meeting quality depends on your device, network connection and bandwidth, which are outside NITA-U's control.

13. Limitation of liability

To the extent permitted by law, NITA-U shall not be liable for:

  • Loss arising from delays, interruptions, degraded quality or technical failures.
  • Loss of meeting content, recordings or messages.
  • Unauthorised access resulting from failure to safeguard credentials or meeting links, or circumstances beyond our reasonable control.
  • Participant conduct or meeting content.

Nothing in these Terms limits rights available under applicable law.

14. Suspension and termination

You may close your account by contacting NITA-U. NITA-U may suspend or terminate access where you breach these Terms, where required by law, or where continued access presents a security risk. Termination does not affect obligations that have already accrued.

15. Amendments

NITA-U may amend these Terms. Revised Terms become effective when published on the platform. Continued use after publication constitutes acceptance of the updated Terms.

16. Governing law

These Terms are governed by and interpreted in accordance with the laws of the Republic of Uganda.
